This is a draft of my platform when i was running against Daniels R.Logue for Linda supervisor in 2006. As can be seen, Logue got 34 more votes than I and Linda was destroyed by the board of supervisors, as i feared.

To: My supporter’s, my plan to revitalize Linda has three stages.
• The first step is to work with the new Sheriff to return the Yuba County Sheriff’s Deputies to patrolling the Streets of Linda as they must to protect and serve.
Visible street patrol is a given and the Sheriffs failure over the past seven years to direct officers to patrol our Streets has led to further deterioration of Linda . The Sheriff was hired to direct patrol of our streets to keep us free from illegal activity and is not free to choose to patrol or not patrol a whole city such as Linda and Olivehurst! Visible Street Patrol is vital to revitalizing Linda!
• The second step is to return the public works department to working in the interior of Linda, another vital step towards revitalizing our town and bringing business to Linda!
• The third is to encourage infill of Linda with business interests in areas such as North Beale Road, Lindhurst Avenue and Feather River Blvd to bring needed shopping areas to accommodate our new neighbors with places to shop locally and increase our economic base, as well as recreational areas.
My opponent has announced on local radio that he wants to build a new town south of Erle road with a town center, but, he does not mention infrastructure needs for the existing Homeowners and voters of Linda who have not seen a public works project other than pot hole repairs in residential areas off the main roads, in his full term of office.
I am not against responsible growth as is shown in my plan to revitalize Linda. My plan of infill development of our thoroughfares and public works projects in interior residential streets addresses the needs of existing and new areas of Linda and can be built upon as responsible growth occurs. Respecting Beale Air Force Bases Buffer zone, Farmers rights, all of the existing and new citizens of Linda’s rights are a priority of mine.

Yes Rex I do understand those aren't your words, they are one of the definitions for the word invalidator which you looked up on the internet. What you fail to understand (as I've said a couple times now) is that for your use of the word invalidator to be an accurate description my personality means that I would I have to be bad about myself. I can tell you that is most certainly not the case with regards to me as an individual. Unfortunately you have tunnel vision and have keyed in on a word which doesn't apply to me most certainly, or for that matter any of the others who disagree with you.
As for striking out at you, when have I done that? If disagreeing with what you have and challenging your claims is a sickness then so be it Rex I am a sick individual (in case you missed it Rex I am being extremely sarcastic in that last sentence. In all honesty Rex the word invalidator might be an accurate description of your personality, along with an already confirmed diagnosis of being a narcissist.

So again Rex I ask you.......since you appear to be such an expert in determining which people are invalidators. What do I fear in life? For what reasons would I have to feel bad about myself? Lets look at some FACTS here Rex.........
1) You are one who complains about the powers that be in Yuba County and how they are "out to get you"
2) You attack anyone who doesn't agree with your perspective on topics you chose post post on.
3) You see conspiracies at every turn.
Why would I feel bad about myself?
1) I have a terrific why and wonderful children.
2) I have many people whom call my friend.
3) I have a great job and work with great people.
4) I am well educated and have accomplished a lot of great things throughout my life.
5) I've received recognition for my accomplishments in both my civilian and military work.
I could go on but I've made my point. Oh yes, and to top it all off Rex if I was truly an invalidator as you seem to think I am why are you the ONLY person to ever call me that?
I'm not the one to have used the word despise to describe how I feel about someone.
Another way to describe an invalidator Rex would simply be to say they are "control freaks". Which I am most certainly not either.

Back in 2006, My campaign manager said , " no body can bring as much money to the table as Dan Logue" I had no idea where he kept getting hundreds of thousands of dollars since his real estate business had fell through the floor, but no that I know TRILA was not auditing the millions of dollars coming in and Logue was in command of both Yuba County and TRLIA, I wonder??
Logues plan as stated above was to build a business development off of Erle road and my desire was to rebuild Linda, neither of us got what we wanted, however Yuba county officials still dream that dream following Agenda 21.
With the Linda levee having half construction here and half construction there, I doubt they will ever be able to build there.

Interesting Rex, I didn't know that one could be trained to be an invalidator (as a mentor would do). Earlier you said it ti be a sickness. We also have invalidator quirks? That is rich!! As for the public eye people can read what you post and make their own determination as to the validity of your claims. Hence they become self "invalidators" by determining whether or not the information you've posted is valid or not.
Complain away Rex and watch out for other invalidators, they're everywhere. Look in the mirror and perhaps you will see the greatest invalidator of them all..
btw you reported us for cyber-bullying Rex, how did that go? Since we're still posting that must mean the site moderator doesn't agree with you, does that them a co-invalidator?

In this thread, supposedly about County Services (which you turned into another levee/county leadership complaint thread), I questioned if you violated a zoning issue, had neighbor complaints, were operating an unlicensed business, or some other code violation? I question your motives as your claims to hold "evidence" only produce snip-its that continue to be refuted almost every time.
Notice your website is still not updated - that is interesting evidence too.

Lets move on shall we? I have stated the County Departments were grown in 2005 from unknown funds, today the funds are no longer available, the county is broke as has been stated in the local print, and in my opinion, the departments have become department stores, selling the services for a profit to maintain the status quo.
The county as stated in another thread, filed for reimbursement of local funds they say they spent on sand berms, received those reimbursements but did not put the money in the general funds as shown by the county supervisor who demanded the auditor not put the funds there and demanded the auditor, an elected by the people officer, step down!
Off topic briefly: There is a TV show called " American greed" about white collar crooks who get caught every day, watch it sometime.

Not everyone agrees there have been no audit of funds to Yuba County. If I can find evidence of audits you can too.
You keep going in circles. Provide evidence, factually correct and supported by authorities to generate support for your position. Create enough community support and changes will happen. The problem arises when the issue becomes about Rex Archer and his history with Yuba County instead of doing what is right for the people of Yuba County. Go about things the right way and you will get the recognition you crave.

2grands, you have your own idea about my reasons, i have my idea as well, that is to open the window and permit transparency of yuba county government. You disagree with me, so be it, not every one agrees the audits by TRLIA are true to the facts. i believe that will be settled soon, the governor signed a bill that permits auditing of local government by the state. The sad part is it takes effect in January of 2012, oh well better late than never.

Rex you were indeed banned from the Plumas Lake Forum BEFORE it was taken over by the A-D. Please don't try to bullshit the people on this forum.
As for proof that your allegation that Yuba County improperly received reimbursement that has been posted previously (on several occasions), you simply refuse to accept that proof since you would have to admit you are wrong.
You stated previously that you were indeed FIRED by Sheriff Virginia Black. Like everything else you keep changing the story.
As for the 1989 statute you were a reserve deputy for several years after. You didn't complain about back then even though there was at least one Sheriffs election during the time you were a Reserve Deputy.
I guess the conspiracy against you started way back in 1989.............or before that even?

The county powers are holding a closed session meeting tuesday and it involves the TRLIA executive Director, Paul Brunners performance this year.
From the proof I have Posted, it appears he should be fired and held for trial.
However, the BOS claims they know nothing about his activities, if so, how can they evaluate him?
Oh well we still have the state.

I heard the BOS or TRLIA one or both today, 11-15-2011 evaluated Paul Brunner through their attorney, in a closed session. If the Board does anything but demote Brunner and the other two Engineers for falsifying letters to State and Federal officials for Grant money and accreditation's, The Boards need to be investigated also IMO.

Well, I have been taken off topic by the invalidators but back to the Topic, The Hands of Yuba County increasing their salary's through means other than we the people doing it. The increase of services such as all departments have done is unnecessary given the meager 70,000 population of the County and no building, no patrol of every street, all that is needed is reduction of personnel from the top down to the totals of the year of 2002, Reduction of Spending, and county officials honor the oath of office they took to follow the Constitution of the Federal and state.
Yuba county is not Sutter County and needs to stop trying to copy them after all they do have a tremendous base of support through business while YUba County under the present Management have driven Business away, hoping they can develop a new town south of Olivehurst as they have planned since at least 2005, so they can get taxes from them.
The County as I have said, I believe has used unaudited funds to support overhead such as salaries, retirements, that are so out of whack with the tax base that all but invalidators will see plainly.

In today's, 4-11-12, Territory Dispatch front page by John Mistler, it is said a Yuba County Jury convicted two brothers under Penal code 148, resisting Officers. " Every person who willfully delays, obstructs any public officer.." is the charge, but the story says the officer was not delayed or obstructed, as admitted by the officer.
The story goes on to say five or so officers eventually were involved trying to determine what charges they could apply to the two brothers who hung a sign from an overpass on the state highway saying TAXES=THEFT.
Being an Ex Cop I can imagine the Conversation probably covered several penal code sections but the officers finally after finding no charge that would hold up. apparently decided to ignore the Sign, the original cause for five officers to be there with the two brothers, and charge them with Willfully delaying or obstructing the original officer on the scene.
Again, being an Ex Yuba County Cop, I had many, Many occasions to apply 148 PC during arrests, usually from Physical resistance, interference from Others, but never did I use it against a passive Citizen, that was over the top in my estimation.
The Judge, D.A. should never have let this case into court, The Jury should have reread the Constitution requiring Evidence be shown showing willful delaying or obstructing the officer. This needs to be looked at further.

The Yuba County sheriff is protected by an illegally applied statute that prevents us common voters from booting him out of the office. The last election and the one prior to that a common citizen tried to return real law, non political, enforcement to the county following a disastrous two terms of office from a Sheriff who stopped visible street patrol in Yuba County, and after not running again, recommended the under sheriff who followed the agenda only worse.
Under the Statute The agenda started in 1989 will be in effect as they planned until a County clerk is hired who will permit a constitutional qualified candidate to run for the office.

How will the brothers' claim "TAX = THEFT" play out? People will lose faith in government? People will lose faith in the brothers? Another scandal will make the news and everyone will forget the brothers and their message? The County will be sued by the brothers for failing to govern?
Not to worry. Yuba County carries Errors and Omissions Insurance and other insurance. (I hope so, anyawy.) If the brothers sue, for whatever reason and by some chance prevail, whatever damages are awarded, if any, will by paid by the insurance company. Not the officers.
Yuba may have to pay and then submit for insurance. I'm not sure of the details. Maybe somenone reading YubaFoothills knows about insurace coverage. Or knows who to ask regarding insurance coverage. Coverage for damages done by county employees or electeds.
So what can go wrong? What happens if the courts find for the brothers? Yuba makes a claim against insurance. Yuba probably has a deductible. So Yuba puts the detuctible into an escrow while Yuba appeals the decision.
The insurance company reviews the claim and pays or refuses.
If insurance pays, the insurance rates will probably increase. Not to worry, Yuba will just cut something else to continue insurance.
If insurance refuses, Yuba can pick up the balance, or throw the officers under a bus. If Yuba throws the officers under a bus, lotsa luck with hiring police officers. Police are indemnified while performing their duties. If the County fails to indemnify, or if the County instructs the officers incorrectly and fails to indemnify we end up with a lawyers full employment situation.
In the meantime, the original message from the brothers "TAX = THEFT" becomes even more ingrained in the hearts and minds of the public.
Why did the brothers think tax was theft in the first place. As well as the second place and third place?
These are Dick Boyd's opinions. Not stated as fact. If you want the facts, you might ask the Yuba Grand Jury. I said might, not should or must.
If you are curious enough to ask the Grand Jury, you might also ask the Grand Jury to write an educational release regarding the duties of the county risk manager. Or similar title that buys insurance and makes sure employees and electeds are educated. Educated so as not to make errors or fail to do something.
Asking the Yuba Grand Jury to investigate indemnity may not be a good route. Individuals on the Yuba Grand Jury were sued as individuals several years ago. As I understand, those individuals have a gag order not to talk about the details.
Another reason not to worry is that Rex Arccher and John Mistler seem to be the only ones making any noise.
The attacks might start on Rex, forcing Rex to be quiet or destroying Rex's credibility.
Or someone in the powers to be (PTB) will read this message and decide that the PTB will not be well served to use those tactics.
John Mistler, The Territorial-Dispatch and Don Rae and maybe the Tea Party and Buck Weckman will get some mileage from the brothers without an attack on Yuba government.
What is your opinion? Is "TAX = THEFT" a true statement? Did the brothers have the right to hang a sign on a bridge? What is the issue?

Tax is not theft. It is necessary to fund the expeness of the government. The waistfull spending of our tax money is theft.
Over Passes are state property and I don't think it is a great idea to hang stuff from them. The chance of it coming loose in a wind and obstructing 65 mile an hour traffic is to great.
I sign along the road or at stop lights are the best and safest place to reach motorists.

The issue as I see it from Experience is the issue of the SIGN was left aside due to no Penal code being broke and the issue became Willful disobedience by the two brothers according to the District Attorney and the Sheriffs department and upheld by a Jury.
That is the issue that could be tried in court, the later issue of charging trying, and convicting the brothers with a charge that according to the original officer at the scene, did not happen.
If it did not happen, why did the D.A and Sheriff go forth with a bogus trial? To prove they could? To teach a lesson to those who speak out against Government gone awry?
That is where the case against the County probably will go.

Chain asked three questions about fixing a broken government.
I have started a new thread called "Political Education" as a venue to answer those questions.
Possible answers to all three (as I see it) is to first come to an agreement about what the problem is. Define the problem so we have a common understanding of who the bad guy is and why he or she is the bad guy.
The brothers defined the problem as "Tax = Theft". Can tax be theft? Yes. Is all tax theft? No.
The brothers (in my opinion) are using an elephant gun to kill a mouse. Granted, the mouse has become pretty big. The mouse has grown for a number of reasons. One reason is that people keep feeding the mouse. People think the mouse is their savior. Because the mouse keeps saying taxes are evil. Even to the point of getting elected. Elected to wolf in chief.
To help with the common understanding, I propose this quote from Benjamin Franklin

The two brothers did not question the law enforcement officers authority, they were stating a belief to the General public, a basic first amendment right, that right. The Law enforcement officer injected himself into the issue as is his right, as I probably would have done back in the day.
However, rather than investigating, advising the two brothers what ever the officer felt he had to advise them, the officer apparently in some manner escalated the ant hill into a Mountain, bringing life long 148 Penal code charges to the fray and bringing another 4 officers in also.
Again, Back in the day, the issue would have never got off the ground because there was no complaint requesting the officer to pull over and investigate. The officer would have if any thing reported to the County dispatcher, " Referance only, 10-8."
As said, there was no penal code law broken by the brothers maybe a 1st amendment violation by the officer.
What can be done about it?
Citizenes must insist the County follow the Constitution as written.

Citizines must demand the County follow the Constitution as written

Citizines must demand their supervisors supervise and enforce the following of
the Constiturion as written. The Two brothers example given shows there was no
law broken by the brothers, however, the officers fabricated a law, 148 PC, to
charge them with, probably a violation of the 1st amendment, at least a
violation of the spirit of the Law.
