Sustainable Development – A Brief Analysis
Public Policy throughout America is implementing the global political‐economic program referred to as Sustainable
Development. Most Americans do not know or understand the integrated policy and philosophy of Sustainable
Development.
Sustainable Development is the Action plan being used across America and around the world to
implement the United Nations Agenda 21 program. Although the movement’s roots are much
older, the United Nations, at its 1992 Earth Summit held in Rio de Janeiro, publicly launched the
global movement known as Agenda 21. The Secretary General of that ‘Earth Summit
Conference,’ Maurice Strong addressed the gathering and said the following:
“...current lifestyles and consumption patterns of the affluent middle class ‐ involving high
meat intake, use of fossil fuels, appliances, home and work air conditioning, and suburban
housing are not sustainable.”
178 nations were signatories to the 288 page Agenda 21. President George H. W. Bush signed
on behalf of the United States. Since Agenda 21 was “soft law” and not a treaty, Congress had
no role to perform. Instead, the cabinet agencies of the Executive branch of government were charged with implementing
this ‘global to local’ program.
In 1993, President Bill Clinton established, by executive order, the President’s Council on
Sustainable Development. Since Clinton’s order, every cabinet agency has undertaken its
role in advancing Agenda 21/Sustainable Development policy in the US.
In summary, Sustainable Development seeks:
• The step by step abolition of private property, primarily through the
implementation of the Wildlands Project and Smart Growth.
• Education of youth to prepare them for global citizenship.
• Control and ultimate reduction of human population.
Sustainable Developers rally around the concepts within their “three E’s” symbol. The three E’s are Equity,
Economy and Environment.
• Equity means to restructure human nature and to enforce that restructure by shifting our system of justice from
one that adheres to the principle of equal justice and unalienable rights to one that implements the concept of
“social justice.”
• Economy means shifting from free enterprise to “public‐private partnerships.” It also means establishment of a
global economy where goods “freely” cross national borders in order to redistribute financial, natural and human
resources in order to equalize the income distribution within and between nations.
• Environment means giving plants, animals and even inanimate objects status equal to or even greater than the
rights of human beings.
To date Sustainable policy can be traced to many current issues including:
• Smart Growth development standards in every metropolitan area within the United States; including a
concentration of high rise living, “mixed use
buildings,” “walkable communities” with mass
transit such as light rail, and bicycle trails.
• Implementation of the Wildlands Project, including
the destruction of dams, the closure of roads, the
prohibition of resource extraction including timber
and oil, the reintroduction of wild animals,
management of forest to allow catastrophic fire,
centralized control over water and other
mechanisms designed to force people into Smart
Growth communities.
• Smart Growth and the Wildlands Project are
designed to ultimately abolish private property.
• An educational system operated from Washington mandates child assessment in lieu
of child testing. It is designed to lead children toward accepting global citizenship.
• The development of technology and the passage of law that allows or mandates the
monitoring of individual activity. An example is the use of biometrics, authorized by
the federal Real ID Act.
• The use of a funny money system where all money is created out of thin air by
globalist bankers. Money is issued to government, business and individuals as debt
owing back to the globalist bankers. The concentration of profits from this world
wide scam finance the conditions necessary to advance Sustainable policy and world
governance.
Under Sustainable Development, the recognition of the Unalienable Right to one’s life, liberty and property is lost. This war
on freedom is a Global to Local one.
America’s defense relies on a local response designed to generate national impact. Become Vocal Local!

Editor’s Note: Henry Lamb’s article bridges the gap between local planning initiatives under the guise of “sustainable development” with the larger purpose of international management.
The term “sustainable community” sounds warm and fuzzy. Who could possibly oppose a sustainable community? “Sustainable” means something that lasts – or is sustained – forever. When the term is applied to “community,” one might conclude that a sustainable community is one that will last forever.
One who draws such a conclusion in today’s world would be wrong, terribly wrong.
The term “sustainable community” is an offspring of the term “sustainable development,” which was coined by the World Commission on Environment and Development back in 1987, and refined in Agenda 21, adopted by 179 nations (including the U.S.) at the U.N. Conference on Environment and Development in 1992. Among the first recommendations found in Agenda 21 is the recommendation that each nation establish its own program of “sustainable development” to implement all the recommendations in the 40 chapters of Agenda 21. President Bill Clinton complied with this recommendation when he issued an Executive Order to create the President’s Council on Sustainable Development.
What the term “sustainable development” really means is development that is dictated by, or otherwise approved by government. The term “sustainable communities” means communities that are dictated by, or otherwise approved by government. Those who doubt this reality are invited to read Chris Dodd’s Livable Communities Act (S-1619) and then read Agenda 21. There will be no doubt where Mr. Dodd got the ideas for his Bill.
Since the Clinton years, federal agencies have enticed and coerced states and local communities to transform their cities and towns into “sustainable communities” as defined by government. Just last month, three federal agencies doled out $100 million in their “Regional Sustainable Communities Planning Grant Program.” The East-West Gateway Council of Governments in St. Louis got $4.6 million; 45 other regional areas also received healthy grants.
Social engineering by the federal government goes beyond regional government and reaches into counties, cities, and towns. Often encouraged by the International Council for Local Environmental Initiatives (ICLEI), the National Council of Mayors, the National Association of County Commissioners, and the promise of federal grants, local communities are falling all over themselves to become politically-correct sustainable communities.
Sustainable communities present three problems:
(1) the initiative for a community to become a sustainable community almost always comes from outside the community;
(2) the comprehensive plan through which a community is transformed into a sustainable community always infringes, and in many instances completely destroys, private property rights; and
(3) the local community rarely knows anything about the plan until it reaches the final stages of adoption.
This process, of course, is by design. In communities that have been transformed, individuals may discover that they cannot build a house for grandma on five acres of their own land because the county’s comprehensive plan requires no more than one home per 40-acres. Many communities discover that their comprehensive plan includes a provision to incorporate by reference the entire set of 13 different codes developed by the International Code Council. Each of these codes amounts to government dictating human behavior.
These codes go far beyond building and fire safety codes. They include: residential, property maintenance, energy conservation, wildland interface, and other behavior modification codes.
A sustainable community is a community around which government draws an Urban Boundary Zone (UBZ) and forbids city services to be delivered outside the UBZ, prohibits new construction outside the UBZ, and requires residents within the UBZ to live in housing that meets the size and cultural integration standards set forth in the code or comprehensive plan. Sustainable communities are high-density communities where automobiles are discouraged, and bikeways and walkways are the alternative to public transportation.
Obviously, property outside the UBZ has no commercial value and very limited use options. Property inside the UBZ is extremely valuable because it is the only place commercial activity may occur. Unfortunately, many communities have discovered that their plan includes little known U.N. recommendation (D-3) endorsed by the U.S. back in 1976, which calls on governments to:
“… exercise a controlling effect on the land market and to redistribute to the public at large the benefits of the unearned increase in land value.” This means that the increased value of land within the UBZ gets taxed away from the owner, and profits from the sale of land are considered an “unearned increase in land value,” and recovered through taxation in order to “redistribute to the public at large,” as the government sees fit.
Sustainable development is coming to your community, or is already there. Your property rights have been diminished, or soon will be. The only way to protect your community and your property and profit is to reject the entire concept of government-dictated land use and behavior codes. Tea Parties across the nation are joining this battle at the local level. Ultimately, local officials may need to be sent packing like Congressional Democrats.

This is the first edition of the " Since You Asked " article in the Appeal Democrat by Rob Parsons, and it answers a question I have posted before.
Q: Where did the money come from for the solar panels and covered parking lots on the Yuba County Government Building?
A: The panels were paid for by Bank of America, and smokers, but will be paid off by projected savings in energy costs.
Yuba County received a $9.4 million loan from Bank of America and put up $800,000 in tobacco taxes to buy the solar panel system last year from Chevron Energy Solutions Inc.
The county will repay the loan over the next 16 years, but the overall expense for energy is expected to dip dramatically when the panels are expected to be switched on later today at the Yuba County Government Center in Marysville and at the Health and Human Resources Center in Linda.
General Fund expenses will not increase, said Doug McCoy, the county administrator in charge of the installation.
McCoy said the panels are intended to dramatically reduce the county's annual $1 million energy bill.
The panels should cut the county's energy expenses by half this year and by about 90 percent after the loan is paid off in 2027, McCoy said.
The savings will be used to pay off the loan and to finance other infrastructure projects like the covered parking lots at the government center and new heating and air conditioning units at the county courthouse and library.
The first loan payment of $302,338.83 is due in September, according to county Treasurer-Tax Collector Dan Mierzwa.
Yuba County also expects to get $1.9 million in government rebates for the solar system over the next five years.

Former Yuba County Supervisor Brent Hastey said he believes he is the person referred to in a newly released county grand jury report on a county employee only collecting half of typical building permit fees for projects over a four-year period.
Hastey said he matches the description in the report of a former county supervisor who was trying to develop a commercial project in the county in October 2008.
"I am confident it is me," Hastey said. "I don't have any idea of any other former supervisor who was investing that kind of money in Yuba County at the time."
In late 2008, Hastey said, he was working with the county over building fees and other entitlements for a storage unit business, which opened in summer 2009 as Plumas Lake Self Storage on Plumas-Arboga Road.
According to the grand jury report, an unnamed commercial developer who was also a former county supervisor paid about $18,568.77 in building fees for a project, about half what was standard at the time.
The report states the building department head, identified since as Martin Griffin, charged the half fees despite receiving no formal direction by the Board of Supervisors to do so.
Hastey said he didn't recall anything unusual about the permit fees at the time he paid them nor did he have any arrangement with the county to pay less. The fees he paid to the county for the development, he added, were more than the land had originally cost his family.
"I would be remiss as a developer if I didn't check what fees are for a development and pay them as required," Hastey said, adding he was also never told he was apparently only paying half of what the standard building permit fees were.
The report, released last Friday, documented other occasions in which the county charged developers of residential projects in Yuba County only half of what was standard, again without board approval. A commercial development in the same 2008 time frame as Hastey's was charged the full amount of fees, the report states. However, the report does not hold the former supervisor responsible for the half-fees, stating Griffin should be held responsible and should be financially responsible for the lost fees to the county. The report does not give an exact detail of how much was lost, but its findings suggest the amount is in the thousands of dollars.
County officials have so far not responded to the report, though by law the county administrator and head of community services and development must respond within 60 days. Griffin, who is still the county's building department head, has also declined comment and must respond in 60 days.
The Board of Supervisors has 90 days to respond to the report.
Hastey said he respects grand juries and their role.
"If they have concerns, I'm sure they'll be responded to," he said.
From 1993 to 2001, Hastey was a member of the board, representing District 3. He was elected to the Yuba Community College District board of trustees in 2008.

Hastey was named as a suspect in 1995 in buying State of california and the Federal Government used property under the RD 784 authority and possibly selling or keeping it for himself.
Named after an AUDIT of RD 784 assets showed numerous items bought by Hastey in Sacramento that were not at the RD 784 yard or anywhere else that could be seen.
Investigation by RD 784 officials discovered that Hastey had kept or sold the items and the matter was turned over to the County Sheriff who refereed it to the County District Attorney, who refereed it to the State , who refereed it to the FBI, where it fell through the cracks.
The Appeal democrat followed the story but it fell through the same cracks.
Hastey according to documents was a member of RD 784 at the time he bought and sold government property, and in mid 2000, He became a member of RD 784 again, followed by a stint at LAFCO, then to Yuba College as a director.
It is unknown what the disposition of this matter was at the County, state, federal and Appeal democrat entity's.

Good news. I was watching a program on TV this morning, and Mr. Tom DeWeese was the guest speaker. He said he was working on a packet of information that should be completed my the end of this month.
This pack of information will be extremely useful in helping us to defeat Agenda 21. The contents will consist of a 17 minute video, quotes from those pushing Agenda 21 to destroy our country, how to go about educating members on the City council and much more.
I would wait until the first week of Feb. call, e mail etc. to get this special Pack of information. This is what I will be doing.

How did agenda 21 get entrenched in Yuba County without the elected officials running on that platform?
I do not remember any supervisor, sheriff, district attorney, county clerk, auditor stating they were going to bring agenda 21 to the county.
It must be someone sneaked it in, you suppose? Under agenda 21, the county buys property , condemns property, forbids ownership of property. forbidding ownership is not here yet but the county has bought many property already.
Lets hope new people will run for offices and run these agenda 21, if there are any, out of town!

CALIFORNIA CONSTITUTION
ARTICLE 2 VOTING, INITIATIVE AND REFERENDUM, AND RECALL
SEC. 12. No amendment to the Constitution, and no statute proposed
to the electors by the Legislature or by initiative, that names any
individual to hold any office, or names or identifies any private
corporation to perform any function or to have any power or duty, may
be submitted to the electors or have any effect.
This is the law! As written, our California state constitution forbids the legislature from creating a Statute that names any person to hold a office in the State of California. Pure and simple.
However, to sneak the statute in the County attorney advised the County clerk to follow the statute instead of our constitution. The county clerk of Yuba county followed the illegal statute ( "Or have any effect" ) in 2006, 2010 and kept the officials in office and the levee tax funds flowing into the county coffers.
We need new people in office who will follow the constitution instead of people who permit false claims to reap multi millions in Illegal tax funds to supply the upper county officials needs.

To be sure, the employees of Yuba county are not involved in the corruption, just do their duty, but the upper management elected and appointed officials who run the county and reap the rewards of false claims since 2004, though few, have corrupted the county.
Prior to the advent of corruption, the crimes I have shown here, false claims acts, would have been investigated by the Sheriff and D.A. and prosecuted. After the advent of Corruption, Officials gained such increase in pay they would be hard pressed to investigate false claims. That is why WE the people have to end this corruption and its rewards.

A story I posted on another thread here written by Ben Van Der meer, A-D reporter, shows the Sutter Butte Flood control agency, has, like TRLIA, Failed to audit the First Three years of their existence.
I wonder How many County's officials are now involved in agenda 21 and are using state Tax funds to fund it?

An independent audit gave the Sutter Butte Flood Control Agency good marks for its first year of collecting property assessments, with an opinion of “clean” from the auditor.
In two separate audits, one covering the agency’s first three years of existence and the other reviewing the fiscal year ending last June 30, the firms Moss, Levy & Hartzheim reviewed financial records and accounting practices for the agency, which is charged with repairing and upgrading Feather River and Sutter Bypass levees.
The auditors found no material weaknesses in SBFCA’s internal financial controls, and successful compliance with sound governmental accounting practices. Agency board members will hear a full presentation on the report at the Feb. 8 meeting.

Agenda 21 is not a Republican or Democratic issue. It is an American issue. Although, I will say the Democrats do seem to be supporting it. Does the general public realize what it is? It is an agenda for America passed by the United Nations, signed by then-Republican President George Herbert W. Bush 20 years ago.
This document disregards American freedom, private property rights. It states: "Whereas, the United Nations Agenda 21 is a comprehensive plan of extreme environmentalism, social engineering, and global political control that was initiated by the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992 ... "
The U.N. Agenda 21 plan views the American way of life of private property ownership, single family homes, private car ownership and individual travel choices and privately owned farms; as as destructive to the environment. Furthermore, it promotes socialist/communist redistribution of wealth.
Where are our legislatures? The people we send to the House of Representatives, our senators? Why haven't we heard more about this issue? Are we all asleep at the switch? The Republicans have finally passed a resolution stating that, in part, it recognizes the destructive and insidious nature of Agenda 21. Can't we all get on board?

This is a 8th grade requirement to graduate into High school. You will notice the State Constitution is not required to be passed, only Math and English.
No wonder the County Clerk does not follow the Constitution, she takes an oath to follow it, but only gives lip service to it in the oath, what message does this send?

Satisfy school requirements for citizenship points, school fines, detentions, lost textbooks, discipline, etc.
In addition, per Assembly Bill 1626, Education Code 48070, 48070.5, and Board Policy 5123, students in grade 8 will be retained if they fail both English and Math Trimester 3. Students retained in the 8th grade will be recommended for transfer to an Opportunity Program to be held at Conejo Valley High School.
Students who fail, or are in danger of failing, either English or Math, must participate in an intervention program Trimester 3 in order to be considered for promotion.

Scary Obituary
In 1887 Alexander Tyler, a Scottish history professor at the University of Edinburgh ,
had this to say about the fall of the Athenian Republic some 2,000 years prior:

Professor Joseph Olson of Hamline University School of Law in St. Paul , Minnesota ,
points out some interesting facts concerning the last Presidential election:
Number of States won by: Obama: 19 McCain: 29
Square miles of land won by: Obama: 580,000 McCain: 2,427,000
Population of counties won by: Obama: 127 million McCain: 143 million
Murder rate per 100,000 residents in counties won by: Obama: 13.2 McCain: 2.1
Professor Olson adds: "In aggregate, the map of the territory McCain won was
mostly the land owned by the taxpaying citizens of the country.
Obama territory mostly encompassed those citizens living in low income
tenements and living off various forms of government welfare..."
Olson believes the United States is now somewhere between the
"complacency and apathy" phase of Professor Tyler's definition of democracy,
with some forty percent of the nation's population already having reached
the "governmental dependency" phase.
If Congress grants amnesty and citizenship to twenty million criminal
invaders called illegal's - and they vote - then we can say goodbye to the
USA in fewer than five years.

stake, knowing that apathy is the greatest danger to our freedom..

Of course we are not a democracy, we are a Constitutional Republic .

Finally a comment from bvjack that addresses an issue that has secretly grown in governments not only in local governments but also in States.
some County's and some states government officials have taken it on themselves to turn the county or state into what has been described in papers such as the Territorial Dispatch's March 21, 2012 front page, as Agenda 21 " Destructive and insidious."
The Article is about a State, Tennessee, whose law makers passed a resolution condemning a United Nations environmental plan as a destructive and insidious effort to advance a Communist agenda through the guise of Community planning.
These notes come from the newspaper "Tennessean", written by Chas Sisk.
Loyally, The County of sutter Supervisors voted down the Agenda 21 United Nations plan while Yuba County appears to have accepted it.
At any rate, all need to read the articles and if you are in agreement or disagreement make it known.

Some have asked why I feel Yuba county officials are going along with Agenda 21, well, one of the reasons is a given to be going along, Buying property. Another is having a ton of unaudited money from Levee falsifications, a needed item to bring in the needed money to buy the property.
A new sheriffs office, the County government Center, the new clinic, the Hammond grove park, and others to grow government.

When the District Attorney, the Sheriff, the County Clerk, the board of Supervisors, Auditor, had competition in running for office does any one remember a plank on Agenda 21? some or all of Those officials were on the committee to redistrict the county and support the General Plan that is loaded with Agenda 21 issues.
The Unaudited Under the radar Multi millions of Dollars stolen from the Prop 13 tax funds given by all voters in California for Safe water and Safe levee use but diverted through County officials in 2005 saying they had Constructed sand berms where they had not. Further corruption of the few elected and unelected officials was to receive the funds between 2007-2010 and oversaw it disappear.
What is the haps? Why does no one rise up against Criminal Activity when it is brought to surface? The Sand berm issue includes many Acts of crime, Conspiracy, False Claims, and others, by a Group of Officials who support the Agenda 21 I believe. why?

Unless one (1) person decided to file those false documents and invoices with the state of California, then the crime of conspiracy fits, if two or more people were involved in the receiving of the false documents and not verifying the accuracy on behalf of the people, then other acts of conspiracy fit.

The pig farmers in Michagin have to kill all of their pigs because they are deemed invasive species. Things are going wronky in this country.
When we live only by the word of the law we are then no more than automatons to be programmed at the pleasure of the law makers and those who influence them.
Laws are necessary for an ordered society, but to try to regulate every aspect of that society is insanity.
