Yuba County will begin 2012-13 with a projected deficit, but the good new is it's a fraction of what the county's dealt with in recent years.
In a presentation to county supervisors Tuesday, County Administrator Robert Bendorf said the county's general fund will be about $1.6 million in the hole as of July 1, owing to both increased employee costs and either flat or still declining revenues.
"I think the board knows from previous presentations, this hasn't been the rosiest of numbers in the past," Bendorf said at the outset, referring to a deficit of $4.1 million for 2011-12 and an even bigger $10.7 million in 2010-11, less than two years ago.
Though the county has cut about 40 positions, sliced its vehicle fleet by about a third, and used some one-time revenues to fill holes, he said, he felt the service levels for county residents has remained about the same.
For next year's budget, the largest changes in expenses are $312,557 more in salaries and $228,255 in increased pension costs, though those figures include non-general fund dollars, which are non-discretionary.
General fund employees won't receive cost-of-living pay raises in 2012-13, but will receive merit and longevity increases, for an increase of $188,181. Bendorf noted the total allocated employee positions in the county are now at the same level as before 2000-01.
But he said he's especially concerned about the rise in health care costs, with monthly premiums for an employee and his or her family rising from $458 in 2000 to $1,493 this year, more than tripling.
Because Bendorf's office projects revenues to be flat or even slightly down for 2012-13, he said, the county will receive about $600,000 less.
But while the increase in employee costs and drop in revenues, plus about $539,678 in missing one-time revenues, adds up to a $1.6 million deficit, the hole could still be smaller, he said.
Rollover funds, essentially what's still in the general fund at the end of June, could cut the deficit in half, based on what's happened in recent years. As such, he said, he didn't expect the county to have more than minimal service-level reductions and layoffs.
He added, "The economy slipped a lot harder and a lot more dramatically than we will ever see it go up in future years."
Bendorf's presentation kicks off the budget process, with county department heads expected to submit their proposed budgets by early March. A recommended budget would go before the board in June.
When those department budgets come in, said Supervisor John Nicoletti, he'd like to see them alongside what the administrator's office suggests.
"It's not just the ability to ask a better question, but have a better response to the public when they ask about something that impacts them," he said.
But the board overall seemed happy the financial picture was brighter than it's been in awhile.
"I think it's pretty much what's expected," said board Chairman Hal Stocker. "The recession has hit the bottom, and it's going up slowly."

This story is missing the most important part of Yuba County funds, unaudited, undeserved levee tax funds from all state workers, voters, citizens tax grants for safe drinking water and Safe levees granted to yuba county justified by Sand berms stated in the request to DWR, as constructed between highway 70 and Shad road.
DWR granted five or more projects requested by TRLIA under the direction of Paul Brunner, PE, executive director of TRLIA, a combination of YUba county and RD 784.
Those funds were in the multi millions of Dollars and the justification used, the sand berms between highway 70 and Shad Road, were known or should have been Known to the executive director and his superiors before requesting, and State engineers should have known or should hav, Through visual inspection, known there was no justification for upwards of $100,000,000 in grants from 2004 through 2010.
Since the County received these grants, millions of dollars was at their disposal through those and these years and all budgets and year start offs should be balanced.
Given that a total of Nine miles of new levees, ( Setbacks ) were constructed the other twenty miles of levee work was upgrades, there has to be hundreds of millions, ( they say they spent over $ 405,000,000 ) unaccounted for. If the cost of new Levee construction has grown to $ 10,000,000 a mile, the new levee cost would be only $90.000.000, leaving over $300,000,000 for in place upgrades, property buying, etc.
This Elephant in the room can only be seen by looking at the numbers, but you have to look at The numbers and realize the very real probable the numbers have been inflated, as shown recently on the Gold fields Fiasco where the DWR after being advised by me to inspect the work TRLIA states needed done, cut at least one half of the grant requested by Brunner from the grant.
Unaudited funds are hard to account for by Citizens, but are a boon to upper management officials. In fact, I believe any person in the county could manage Yuba county with Multi millions in unaudited and unknown below the radar, state funds.

You can't see the audits or the correct information because you are so blinded by hatred for Yuba County.
why don't you take this to your blog "where the truth can be told"? Is it because what you spout off isn't truth but twisted speculation?
If you ask the right people, the auditing information is available. Funds have in fact been audited all along. Why don't you ask MJG as she is involved too? Keep twisting the facts and accusing people Rex. It is entertaining. Notice NO ONE posts on the Agenda 21. It is just like your blog.

What I speak of here is the fact there are only so many levee upgrades to be divided by $405,000,000.
The problem with you is you know absolutely nothing about the Levee system, just as the boards in control of Yuba County Levees are.
That is the problem with 99% of the People, they know nothing about the Cost Of levees, nothing about the inner workings, and that gives the County upper management such as Bendorf a relief from Questions on Levees.
You again speak of my Blog, because you have no knowledge of where the Unaudited, under the radar tax funds are as we speak. you, like the deleted Member, and can not hold a knowledgeable debate, so you resort to irrelevant issues, Hopefully, you will be a deleted Member due to irrelevant non political speeches. Admit it and go on about your business and stay out of mine.

What I speak of is your hatred for Yuba County and all political leadership and how it has turned you into a vindictive person. You have one version of facts- yours. Disagree and get attacked. It is a pattern.

No Rex, you twisted your facts again. I have spoken to past & present Yuba County and Sutter County officials (plural), spoken to TRLIA, Sheriff Dept employees, and others. (They all know about you, Rex - LOL!) I've been shown the answers to all my questions. It is simple because I have no political losses, am not seeking revenge, and honestly have the best interest of my community at heart. I have no axe to grind and I don't go around attacking people that disagree with me. I learn through discussion and work with people to find solutions. I don't have to have things my way or the highway like you do. You started a blog and now ignore it or got kicked off, who knows. I have my answers about this issue. You are nothing more than a source of entertainment on this forum.

Does that mean you will finally bring your So called proof to the thread? I await, if it is relevant to the issue, but If more of your non existent visible statements from TRLIA, Yuba County /Sutter County officials, Sheriff Department Employees, Etc., any person signed up to this forum can say what you say.
I can Copy/ Paste my WRITTEN proof from this and other threads on this forum, while I have not seen any written proof refuting my written Proof, I welcome your attempt, as I am sure others on here do.
Now, If you can not bring Documents disproving my proof, I ask you to no longer Harass me through your invaladator tactics, and if you will not after all this time, I will ask the Authorities to remove you, for non compliance of Topic Rules, harassing me over my Blog which is my BUSINESS, non topic related, repeating calling me names, saying I attack people, saying I got kicked off My own Blog which Is a Lie and again is NONE of your Business other than a Harassment tool.

However, I know 99 % of the People of Yuba County Know our laws Against Falsely Claiming tax funds from The State Taxes for unknown uses of Upper Management, as taught to them In grade and High School.

I do know you have a reputation amongst most of the Yuba-Sutter County Leadership (some past and some present) and the various State Departments you hold in contempt.
You have stated it is ok for people to post here when you've been asked to stop; told others to stay away if they don't like it, now you want me to quit as I have demonstrated the facts are available and will tell you again where to find them:
All the written information is available if you go speak to TRLIA, the County, and the State Departments involved and visit their respective websites. I'm not going to do your homework for you as I don't believe there's a huge conspiracy against anyone as you seem to believe.
Your history of political losses and arrest on child molestation charges are relevant because right or wrong they are your motives for attack on this issue and most all the leadership of Yuba County. You have proven time and again your motive is anger & revenge - you are consumed by it. If you don't like the comments on this forum you can use your own blog, "where the truth can be told" because very few people post there. I certainly won't. You are the blog owner and haven't posted for 7 months while continually boo-hooing here. This speaks volumes too as obviously there is an issue or you wouldn't be whining here.
You could and should use you efforts for something good instead of being vindictive. The hatred has consumed you. Find something good in the world and go be a positive role model for your friends and family. You should put all this effort into your own family because in the end, family is what matters most. The people know under our laws no county employee can file a false claim to the state requesting grants for sand berms not constructed, But the Law enforcement does not enforce criminal charges against those in power who are falsifying the Levee status in order to try to gain 100/ 200 level levees.
I wonder how long the people will permit Yuba County officials falsify claims and protect official law breakers?
